Roadway Worker Protection

(RWP)

KC Rail is making a change and updating our Right-of-Way (ROW) training. This new program will be Roadway Worker Protection (RWP). This is a fundamental change to comply with the new Federal Transit Administration (FTA) regulation 49 CFR Part 671.

  • All contractors must attend the new RWP course before December 1, 2026.

    • If you currently hold a valid ROW card you will still need to take the updated course by December 1, 2026.

    • After completion of Level 1 or 2, you will receive a certification of completion.

    • Please keep a copy of your certificate as you will be asked to provide it as proof you completed and passed the training at a future date.​​​

Level 1: Basic Right-of-Way Awareness

Level 1 provides track safety awareness training for workers who may work near the right-of-way but do not perform inspection, construction, maintenance, repairs, operations, or on-track safety duties. For Field Activity Specialist Team (FAST), see Level 2.

Employees/Contractors Who Need Level 1

  • Safety Division staff with field responsibilities

  • Fare Ambassadors

  • Contracted Security Personnel

  • Law Enforcement personnel

  • Fire Department and Emergency Medical Services personnel

  • Vendors and contractors who are escorted and are not performing roadway worker duties

  • Most employees who currently hold a Link ROW card

Training Format

  • Virtual instructor-led training

  • Online participation

  • Knowledge quiz required

Qualification       

Participants who successfully complete the training and assessment will receive a certificate showing completion of Level 1 track safety awareness training.

Level 2: Active Right-of-Way Workers

Level 2 is required for personnel whose duties involve inspection, construction, maintenance, repairs, or other roadway worker activities in the right-of-way or under a track access permit.

Employees/Contractors Who Need Level 2

  • Field Activity Specialist Team (FAST)

  • Transit Systems personnel

  • Infrastructure & Asset Management personnel

  • Facilities Maintenance personnel

  • Engineering Oversight personnel

  • Capital Delivery personnel with field responsibilities

  • Construction Safety Oversight personnel

  • Other personnel and contractors whose duties meet the definition of a roadway worker

Training Format

Level 2 training includes:

  • Part 1: Virtual instructor-led training

  • Part 2: In-person field training with hands-on instruction in a representative rail environment

Qualification

Participants must:

  • Demonstrate competency

  • Successfully complete required assessments

  • Show they can safely perform assigned duties

Successful participants will receive an RWP certificate identifying their qualification level.

Level 2 RWP Part 1 and Part 2 must be completed prior to conducting any work previously described while on Sound Transit property under the operational control of KCM Rail.​
