
Roadway Worker Protection
(RWP)
KC Rail is making a change. We are updating our Right-of-Way (ROW) training. This new program will be Roadway Worker Protection (RWP). This is a fundamental change to comply with a new Federal Transit Administration (FTA) mandate.

All contractors must attend the new RWP course before December 1, 2026.

If you currently hold a valid ROW card you will still need to take the updated course by December 1, 2026.

Level 1 Training - Fare Ambassadors, Contracted Security, Law Enforcement, Fire Department and medical personnel, vendors or contractors who will be escorted and not entering the right-of-way to perform defined tasks will complete Level 1 training. For Field Activity Specialist Team (FAST), see Level 2.

Most ST staff that currently hold Link ROW cards will fall into this category under the new RWP training program.

This training is a virtual, on-line session with an instructor presenting the training materials.

Attendees must successfully pass a training module quiz to receive a Right-of-Way training card.
Level 2 Training - This level of training combines both Level 1 and Level 2 and is scheduled concurrently. The FTA under 49 CFR 671 mandates that all track workers performing inspection, construction, maintenance, or job-assigned duties in the active right-of-way must understand and be aware of all elements defined as on-track safety.

Sound Transit (Field Activity Specialist Team) FAST personnel will be required to complete Level 2 Right-of-Way training.

Level 2 training requires interactive in-person classroom or instructor-led training with opportunities for questions and discussion. Level 2 training also adds a Hands-on experience in a representative field environment, such as a rail yard setting or out of service track sections.

All persons completing Level 2 training must demonstrate competency and pass an assessment test to verify the employee can safely perform assigned duties.

Level 2 RWP will consist of 2 Parts of training.

Part 1 is an online Zoom training.

Each attendee must sign up with an individual email address.

If multiple participants share the same workstation during the Zoom training, camera must be on to verify participants.

Participants will need to engage with activities during the Zoom. This may include, giving ‘reactions’, speaking in breakout rooms, and or/typing in the chat.

Part 2 is a mandatory in-person field training regardless whether the attendee lives in the area.

Attendees must complete and pass Part 1 prior to taking Part 2.

This training will take place in the Northgate neighborhood north of Seattle. You will receive specific instructions regarding where to meet when you register for training.

Please bring your PPE: Hi-Vis Vest, safety boots, eye protection, and any other PPE required by your company/employer.

Level 2 RWP Part 1 and Part 2 must be completed prior to working on Sound Transit property under the care and custody of KCM Rail.
